There are many companies out there that provide a service where you can create and host a blog for the cost of nada, that's right absoultly nothing. A good first step is to type 'free blog' into Google.

Really simple to use, and the templates are easy to tweak as so many people have written blogs about how to tweak them you won't be hard pushed to find help.
Wordpress
Another great service, I believe the templates are better designed than Blogger.com but I think they are harder to tweak for your average user with little web experience.
